When I click Update in Play Store, I’m prompted to pay again.
Explanation?
Google Play handles all that, so we can only guess. 
Purchases made on Google Play are linked to the Google account.
Are you sure the active account is the one with the purchased app?
Google currently suffers from some server outages, I think this will resolve itself soon

This I knew - thx anyway, Patrick.
In my case it was a bit more complicated - because of mutliple accounts, expired payment methods and I only noticed, that the account was changed by mistake, when I was in Switzerland, which made things even more complicated. 
Problem was that I was not aware of all this when I wanted to check the version of Kurviger and suddenly had to pay. That’s why I was so puzzled … 
Recent version is 1.9.3 - correct?
