In other nav app this is used to show bad GPS signal. I personally don’t like it when it appears all the time. But perhaps there is another reason for it. So, what is the idea of this semi transparent circle around navigation arrow?

Can make it to adjust based on GPS accuracy in the future, now mostly helps arrow visibility.
GPS accuracy has so much inaccuracy and fluctuation, that becomes quickly pretty annoying.

BTW: perhaps a 10 sec update cycle will avoid nervous flicking 
It’s not only about smoothing. It’s more about erroneous sensor reports that can make the accuracy circle fill the whole screen in larger zooms, making map reading difficult.
