There are stated different required Android Versions:

Google Play:

What is really needed? To avoid problems, is it necessary to change 4.1 to 4.4 in Google Play?

Current min Android version remains the Android 4.1 (Jelly Bean).

Fullscreen mode can be used from Android 4.4 (KitKat).
Google Play parses / reports min version automatically.
